I was thinking about making folders for photos I want to scrap soon and copying the photo and any papers, embellishments, etc I may want to use in the folders. I used to do a similar thing with large ziploc bags when I was traditionally scrapping. Has anyone done this, and does it save time?

I do it much like you are suggesting here. I the pics I want to deal with into my workspace and after I am done with them I delete them from there.
maybe you'd like to read this article by The DigiCrafter? she also chooses her photos beforehand and places them in a blank page in Photoshop.

I actually just stick the photos I want onto a Photoshop canvas and save it. You could add elements and papers as you find them too. Then I can see what layouts I have to make and you're one step closer to being ready to go!
