Can someone please point me to a step-by-step written tutorial on how to make custom brushes in Photoshop Elements? I have tried to follow directions for the full Photoshop, but it's not working for me. Thank you in advance.

Remember also that the size of your image will depend on whether it can be created for a brush, if that choice is greyed out reduce the size of the image you want to make a brush ... if I remember PSE has more restriction than PS itself unless that's changed since the last time I used it
The size of the brush also matters if you want to make the brush set compatible with old versions of Photoshop. Every new version of Photoshop allows for larger brushes. Just something to keep in mind if you want the brushes to work not just in your version of Photoshop.
