I work with PSP X9 and 2019 and it depends of the template. If it's a png-file that will create a kind of texture effect, you can use it as an overlay (change the layer properties) with a solid color layer underneath or recolor it with the manual color correction tool. If it's a psd-file, you can recolor every single layer of the file to fit your needs or also use the single layers as overlays.
