Does that mean to get the new graphic I must redownload the entire kit. This happens all the time and I am confused about when a kit is actually a finished kit and ready for download and when it is still a work in progress?

If you download a kit with the zip file, you will get all the elements immediately. Sometimes it takes our upload helpers a bit longer to get all the individual graphics uploaded. But they aren't new graphics, they are already included in the zip file.

Could she be talking about me? I have recently added new additions to some of my of past bundles. I would assume if you downloaded the original bundle, you should be able to still get the new additions because you already have the download permission from the original download of that bundle, if that makes sense?
I recently realized that a lot of scrappers really liked my inked edges, so I thought it would be nice to add them to older kits. Sorry if this has created an annoyance!

Yes. If you download a bundle or a kit, you can redownload in the future and get what's been added. Including if new kits have been added to a bundle.
